After nearly twenty years and two legislative acts, the Federal Motor Carrier Safety Administration has published its final rule to establish a Unified Registration System for truck drivers in the United States. The URS, which will be fully up and running in October 2015, is designed to replace four systems and consolidate 16 forms into one central network.
The first policy covered by URS will be the already-mandated biennial carrier updates. According to the FMCSA:
Beginning Nov. 1, the agency will issue a cautionary letter 30 days before a biennial update deadline. If the company ignores the warning, the FMCSA will begin deactivating its U.S. DOT number and will consider imposing civil penalties.
Truck drivers will be required to register and update their information through the URS, including private owner-operators and exempt for-hire carriers. The FMCSA will have a greater ability to find these small companies and serve papers if necessary. Truck drivers without regular Internet access will need to find public Internet access or use a third party processor to comply.
